Estonian Safety Investigation Bureau launched a safety investigation into the grounding of general cargo vessel Ketter

The Estonian Safety Investigation Bureau (ESIB) performed a preliminary assessment of the grounding of general cargo vessel Ketter (IMO 9195860) on 6 May 2022, which indicated that the accident qualifies as a less serious marine casualty pursuant to clause 69 (1) 6) and subsection 69¹ (3) of the Estonian Maritime Safety Act.

The assessment also identified violations of maritime safety requirements by the persons appointed and authorised for that purpose and, as a result, a safety investigation No. M050622 will be initiated by way of exception pursuant to clauses 69² (1) 2) and 3) and subsection 71 (1) of the Maritime Safety Act.

Under the command of the master, Ketter ran aground following its departure from the berth of the Port of Virtsu at low speed on the left side of the harbour entrance. Tugboat Panda helped free the stranded vessel the next morning. The vessel continued its voyage.

The ESIB considers it vital to investigate any incidents of non-compliance with the established requirements in order to determine the reasons for non-compliance and make subsequent recommendations to improve maritime safety and prevent the recurrence of similar incidents.
